The figures shown here have been painted using fluorescent paints as a hightlight color. Quality fluorescent paint can be obtained at a good art supply store with the other tube paints. Other sources are available but tend to be on the runny, transparent side. The effect is definately on the anime side so be sure that's what you're looking for. There are many figures that may not be suited for the use of fluorescents.
